Here, the acronym BEE stands for Building Environment Energy that is creating your new healthy living with your own hands by planning, designing, and constructing a home of your choice all by yourself with the best regional materials, construction teams, architects and financial/legal advisers. The ‘Cashback’ (cb) simply means benefits from Cashback and Shopping Points with every purchase you make on the way.

The Problem

Building your own house is a pleasure and a challenge. However, like childbirth, the pain is worth it. At the end of the day you have the home of your dream with space, light, and as many household appliances and electronics as you want.
In several countries there are tax advantages to building a new home instead of expanding an existing one. In England, for example, new self-builds qualify for rebates in VAT. The construction experts estimate that the typical cost of building your own home is £1,500 - £2,000 per sq m if you stick to your original design and specification. According to the official report, in 2011, as part of its Housing Strategy for England, the government announced that it expected to double the number of self-built properties, with 100,000 to be completed by 2021. British legislation in 2016 included several measures to facilitate self and custom build, placing a duty on councils to allocate land.

The biggest problems for self-builders are the availability of land, getting planning permission and accessing funding. Unpredictable problems can always crop up.
After demolishing a small property to build a larger one, a self-builder may find that the sewer needs to be moved and the water company will require a substantial bond until the work is completed and inspected. Most people who are engaged in the construction of their own house also worry about their builder going bust at any moment.

What is self-build and custom build housing
Self-build and custom build both provide routes into home ownership for individuals and groups who want to play a role in developing their own homes. As the sector has grown, distinctions have developed between self-build and custom build approaches.

We define
self-build as projects where someone directly organises the design and construction of their new home. This covers quite a wide range of projects. The most obvious example is a traditional 'DIY self-build' home, where the self-builder selects the design they want and then does much of the actual construction work themselves. But self-build also includes projects where the self- builder arranges for an architect/contractor to build their home for them; and those projects that are delivered by kit home companies (where the self-builder still has to find the plot, arrange for the slab to be installed and then has to organise the kit home company to build the property for them). Some people have summarised self-build homes as those where people roll their sleeves up and get their hands dirty by organising or doing the physical work themselves.

Homes that are defined as
custom build tend to be those where you work with a specialist developer to help deliver your own home. This is usually less stressful as you'll have an expert riding shotgun for you. A new breed of custom build developer has emerged over the last two years, and these organisations take on most of the gritty issues for you – everything from securing or providing a site in the first place, through to managing the construction work and even arranging the finance for you. This is actually what our beeAPP, Building Congresses, workshops and Competence Centres are for. This is more of a 'hands off' approach. It also de-risks the process for the person who is seeking to get a home built. Some people are concerned that by going to a custom build developer you'll get less of a say in the design and layout of the home you want. But this won't be the case with our app and the supporting structure - we will be able to tailor it to perfectly match your requirements.

The size of the market
There is no conclusive figure for the number of self/custom build properties completed each year but the generally accepted estimate is that self-build accounts for between 7-10% of new housing (around 12,000 homes per year) across the UK. The American Marketing Association’s ‘Self-build Housing Market Report – UK 2016-2020 Analysis’ estimates that self-build completions are currently around 12,000 per year; equivalent to around 10% of new private sector house building. The AMA market research estimated that the value of the self/custom build market to the UK economy in 2013 was approximately £3.4 billion. The most recent AMA forecasts predict a growth in self-build values: ‘Our value estimates suggest steady forecasts, with self-build values rising by around 5% in 2016, reflecting an expectation in a modest rise in self-build volumes and material and labour costs. Thereafter, the self-build market is expected to grow steadily by around 7-10% per annum to 2020.’

With this, the UK has traditionally had a much lower rate of self-building than other European countries. As noted in the briefing paper presented to the British Parliament, in the UK the sector makes up around 7-10% of new builds while in Austria 80% of housing completions are self-build; in France the figure is nearer 60%. AMA estimates that in the countries like Belgium, Italy and Sweden the self-build rates are above 65%. While, as mentioned, the figure in the UK is 12,000 self- build completions per year, our figures show that current self-build completions in Austria are around 10,000, Germany – 90,000 and Italy – 130,000 dwellings. In what regards our project it must be noted that in Austria, Germany and Italy there are currently about 3 million Cashback World shoppers and the number grows.

The main challenges to undertaking self build projects continue to be access to land and finance with additional challenges in the planning process and associated regulations. In the current financial climate, self-builders attempting to obtain a mortgage still face a more restricted choice of lenders in the market willing to lend money on a property, which has not yet been built. As a result, significant personal financial deposits by self-builders are still required.

Naturally, law-makers and the governments of leading European countries know about these problems and take steps to raise the profile of self-build through a series of measures including easing constraints in planning, cutting taxes for self-build developments, providing a number of funds to assist individuals and communities to self-build, and by releasing public land for self-build projects to enable a growing number of new entrants into the ‘custom build developer’ market. The BCH project’s target for the above-mentioned three European countries – Austria, Germany and Italy – is to complete 2,400 custom build homes by the end of 2021.

Demand for self/custom build
The most recent and comprehensive Timetric’s report ‘Construction in Austria – Key Trends and Opportunities to 2020’ provides detailed market analysis, information and insights into the Austrian construction industry and current trends. The report estimates the Austrian construction industry's growth prospects by market, project type and construction activity including one-family self-build and custom build housing tendencies.

Among the key highlights, there is information showing that with the aim of providing a better quality of life to the rural populace, the government launched the Austrian Rural Development Program (RDP) 2014–2020. Under this program, it aims to develop agricultural, transport, energy and infrastructure for an expected investment of €15.4 billion (US$21.0 billion) by 2020. According to Statistics Austria, the residential construction market is expected to benefit from the country’s rising migrant population. With the aim of reducing travel times and increasing trade between neighbouring countries, the government is planning to expand its cross-border road and rail networks. In 2014, it signed an agreement with Hungary to increase the number of cross-border roads from 29 in 2014 to 40 by 2020, and in 2015 it announced plans to modernize the country’s two cross-border rail networks, connecting Hungary to Austria, for an investment of €216 million (US$295.2 million) by 2020. Under the Energy Strategy Austria policy, it is also planned to increase the share of renewables in the country’s total energy mix from 32.6% in 2014 to 34.0% by 2020. The government also aims to reduce 16.0% of greenhouse gases emissions by 2020. Accordingly, the government is planning to increase the installed capacity of wind energy by 23.1%, going from 2,095.0 MW in 2014 to 2,578.0 MW by 2020. The capacity of solar photovoltaic energy is planned to be increased to 750.0 MW, and hydropower to 7,707.0 MW by 2020. The Austrian government also plans to equip all households, including self-build and custom build homes, with an Internet connection speed of 100Mbps by 2020. Under this program, the government has allocated €1.0 billion (US$1.4 billion) for the construction of related infrastructure by 2020.

In 2014, construction activity in Austria was weak due to a deteriorating business environment and weak economic performance. However, due to recovery in economic conditions, the industry’s forecast-period (2016–20) outlook is better than its previous figures, with the average annual growth in real terms set to accelerate from 0.03% during the earlier period to 1.17% over the forecast period. Therefore, the self-build market is expected to grow steadily to 2020.

We have calculated the cost of the ICO (legal advice, production of promotion materials, staff for marketing and communication, direct marketing expenses such as social media space, banners, paid articles, road shows, etc.) to be €2,500,000. Legal review of some aspects of the White Paper
by BCH Project
In a nutshell, the main idea of the project is to secure funding for the creation of the unique beeAPP computer application for self-build eco-construction, operational first in Austria and the countries of the European Union and later worldwide, and at the same time for the setting up of an infrastructure to support this activity provided all other services and businesses are available locally.

This auxiliary support infrastructure will include workshops and Building Congresses as well as Competence Centres for Sustainability with three differently designed and planned demonstration eco-houses for test living in every geographical location where the system will be launched.

Eco-friendly construction has developed in response to the knowledge that buildings have an often-negative impact upon our environment and natural resources. This includes transporting materials hundreds or thousands of miles, which is far from being eco-friendly in regards to the energy required to transport them, and also in emissions of hazardous chemicals from a poorly designed building that creates, and traps them. The international law to limit global warming to below 2°C following the Paris Agreement puts a renewed emphasis on the need for Europe to accelerate the smart energy transition. For the European building stock to effectively contribute to the global climate target, the built environment must yet undergo a deep transformation to become both smart and efficient.

Several countries, particularly Great Britain, Germany and the United States are making eco-construction a national priority, as part of a Governmental response to sustainable development. Currently, there is no internationally agreed target for reducing carbon emissions, but several governments and non-governmental organisations (NGO's) are recognising that the built environment plays a huge role in this.

This tendency is being actively picked up by self-builders who according to the
Financial Times now account for almost 10 per cent of private new-build homes in the UK. A similar picture is observed in Austria, Germany, Italy, Switzerland, Poland and other European countries. The American LEED – Leadership in Energy and Environmental Design – has become one of the most popular green building certification programmes used worldwide. Legislation of several countries now includes measures to facilitate self and custom build especially when it comes to environmentally friendly, green projects.

It is only natural that everyone involved in an ICO is advised as to the legal implications that can arise not only from the content of the documents – White Paper, General Terms & Conditions, SAFT and Token Purchase Agreement, – but oftentimes from what is not included in the documents. If a crypto token derives its value from an external, tradable asset, it is classified as a security token and becomes subject to federal securities regulations.

Local Legislation
The document published by the Buildings Performance Institute Europe (BPIE) reveals that some countries have already put in place legislation to take steps towards a smart built environment, such as encouraging the optimisation of the heating system, supporting building energy storage or deploying smart meters. There are also numerous examples showcasing the multiple characteristics of a smart built environment. In Austria, for example, there are more and more buildings that receive Golden, Silver or even Platinum LEED certification like the new Moxy hotel at Vienna Airport, Converse Factory Store Parndorf and IZD Tower on the Danube. This means a change of mind-set to recognise buildings as an integral part of Europe’s energy infrastructure and make the full use of their wide-ranging abilities.

In a recent report, BPIE developed ten principles for buildings to be at the core of a decarbonised energy system making it more flexible, resilient and efficient by saving energy as well as producing, storing and supplying it. Building on these principles, this report assesses the extent to which Member States across Europe are ready for the transition to a highly efficient and smart building stock. It looks at whether buildings are efficient and healthy, whether they optimise and control the use of resources, and whether they respond to the needs of the energy system and enable renewable energy. The authors conclude that current EU legislation lacks sufficiently ambitious drivers to push the development of smart buildings. At the same time, lawmakers in every developed country where BEE Cashback Home sets out to operate well realise that eco-friendly green buildings are not only about mitigating emissions or balancing energy flows, it is about delivering direct benefits for the citizens in terms of lower energy bills and warmer homes.
